The Tribal Business Council declares its commitment to establish and maintain the policies and procedures established herein to promote the health, safety and welfare of the Three Affiliated Tribes and the lands, roads, and natural resources of the Tribes. The business enterprises, the subject of this Ordinance, supply goods, services and labor to persons using land of the Reservation. The fees imposed by this Ordinance will permit the Tribes to register and monitor those performing actions and those accessing and using roads within the exterior boundaries of the Fort Berthold Reservation. The Business Permit and Transportation Impact Permit fees assessed against Permittees is designed to allow the Tribes to defray, in part, the costs for improvements to roads located within the exterior boundaries of the Fort Berthold Indian Reservation and costs of governmental services provided to persons using land of the Reservation and those working under their direction or control.
